About the Hawaii State Public Charter School Commission
In 2023, the Hawaii Keiki (HK): Healthy & Ready to Learn Program and UH Manoa Nursing partnered with the Hawaii State Public Charter School Commission (Charter Commission) to provide school-based health services to select charter schools. The partnership started with 10 schools on 4 islands.

School Nursing Services for Charter Commission Partnership
Hawaii Keiki (HK): Healthy and Ready to Learn provides on-site and virtual health services to charter school students. Each participating charter school receives on-site services from a dedicated HK Charter Health Technician.
The HK Charter Registered Nurse (RN) provides school nurse visits to a set of assigned charter schools supporting the HK Charter Health Tech and providing additional health services for students, health education and school health event planning.
The HK Charter Nurse Practitioners (APRN), who are dedicated to the Charter Commission Partnership, connect with the HK Charter Health Tech to provide virtual health services including diagnosis of common conditions and treatment. The goal is to increase access to health services for students, reduce school absenteeism, and provide charter school administration and staff with readily available resources and support for health related issues and concerns.
The HK program provides the following services to select participating charter schools:
- An on-site HK Charter Health Tech who will provide documentation, facilitate virtual visits, coordinate screening events, communicable disease tracking, Department of Health documentation requirements.
- Virtual appointments with a HK Charter APRN using video technology to provide health screening, diagnosis, and prescribed medication if appropriate.
- An assigned HK Charter RN providing school site visits, health education, support for School Health Assistant (SHA) and Charter Health Techs, Emergency Action Plan (EAP) clinical support for students, and on-site support for school and health events.
- Additional services, such as dental services, vision screenings, and mental health services, will be coordinated as needed.
Any student at a participating charter school with a HK consent form signed by a parent/guardian may receive health services from a HK Charter staff member. Before virtual visits with the HK Charter APRN, parents/guardians will be contacted for consent of the visit.
Students and families will not receive a bill for the visit although insurance information will be collected and may be billed.
